Call for resident parking permits across city By Andrew King FIRST HE fought for a 12-month trial for contractors to have parking permits, now a city councillor wants to extend that to residents across the city as well. City councillor Jamie Gough (left) wants to introduce parking permits so residents in Christchurch can park outside their home exempt from restricted parking time constraints. “Parking restrictions are a necessary evil, to promote vehicle turnover in busy areas, but the point of them is not to punish the residents that need to park in front of their own house for longer than the restricted time period. I think there’s a better way, and it’s pretty straight-forward,” he said. The permit would overrule any parking restrictions on the street they live on. “Parking is a massive issue in the city. permits he campaigned for on behalf of a Holmwood Rd resident, which allows contractors to park exempt from restrictions in suburban streets. That idea is a month into a trial. Cr Gough and fellow councillor Raf Manji have asked city

Library construction under way By Andrew King GROUND HAS been broken and construction has begun on the new Bishopdale Community Centre and Library. Residents and members of the Fendalton-Waimairi Community Board gathered yesterday to watch the first sod being turned on the project. The Bishopdale Library was closed in November 2011 following a report that showed it would sustain severe damage in another earthquake. The new facility will be built on the on the site of the former Bishopdale Creche in Bishopdale Mall which is adjacent to the old library. It will have a combined library and community hall joined by an atrium. The library includes a 330 sq m collection space and can also open out to a deck.

In Brief POLICE ACTION WANTED Police monitoring is being called for on Veitches Rd, Casebrook, after city council staff investigated vehicle speeds recently. The Shirley-Papanui Community Board has had recommendation to it that a heavier police presence is needed in the area. Residents asked the board in February to investigate the speed of vehicles. City council traffic staff put counters on the road between May 11-19. There were 3714 vehicles per day and found that a number of vehicles were travelling over 60km/h in the 50km/h zone. EXERCISE FUNDRAISER PT in the Park will be fundraising for SPCA Canterbury at 9am on Saturday. The exercise session will have a $5 entry fee, which goes to the SPCA. There will also be spot prizes. Massive water bypass Don’t be dumb will prevent flooding   FLAME FILES

CONTRACTORS working on a scheme to reduce flooding in the Dudley Creek area will install giant box-shaped concrete pipes to divert water from the creek to the Avon River during heavy rain. The pre-cast, concrete pipes are 4m wide x 2m deep, and will be laid end-to-end to form an 800m long underground bypass. Nearly 500 sections of pipe, each weighing four to five tonnes, will be needed to create the bypass, which is part of a $48m remediation scheme aimed at reducing the risk of Dudley Creek flooding. When completed in mid-2017, the scheme will decrease the risk of flooding for more than 585 properties. The piped bypass will run south of Petrie St and east along Randall and Medway Sts to the Avon River. Contracting company Downer will begin excavating the ground and laying the first sections of pipes in the next couple of weeks. They will be working from both ends of the bypass route in

order to progress construction as quickly as possible. The goal is to have the bypass completed by the start of next winter. City council land drainage manager Keith Davison said, when completed, the piped bypass would be one of the biggest in New Zealand. It would be dry most of the time as it was only designed to be used in heavy rainfall events when there was a risk of Dudley

Creek overflowing. In those circumstances, it would divert water from the creek to the Avon River. Its size meant it would have the capacity to handle over 8 cu m of flood water every second. “The bypass is a key component of the land drainage work we are doing in the Dudley Creek area and will significantly lessen the risk of flooding for nearby properties,’’ Mr Davison said.

By Mark Thomas – Fire Risk Management Officer A COUPLE of big fires featured in the city this week including the widely reported event in the Sol Square building that was demolished last weekend after fire damage completed the work that an earthquake started five years ago. This fire (right) is the latest example of the fact that if buildings are left empty for years the potential for them to be set on fire increases every week. Particularly those buildings that can be accessed easily and furtively. The incident involved seven fire appliances and a command unit and tied up resources for 14 hours. The other large fire was the destruction of a 100-year-old house in Clifton Bay that occurred in the early hours of last Sunday. Inquiries as to its cause are continuing but this was another house empty with earthquake damage. It was the largest fire the Sumner Brigade has been faced with for some time. Also over the week were four

incidents where people were hurt, generally trying to control a fire, failing and burning themselves in the process or swallowing enough smoke to make them sick. A young man was burnt at a party bonfire near the university early on Saturday evening. He was taken to hospital and the fire was put out. Only to be lit again after the crew departed. Two things. Blessing for St Barnabas

Church takes in another congregation

Quake repairs under way A SITE blessing ceremony was held recently to get repairs under way on the historic St Barnabas Anglican Church. About 200 people gathered for the ceremony where Bishop Victoria Matthews sprinkled holy water around the site and inside the church, and blessed it. The Fendalton Rd church was badly damaged in the February 22, 2011, earthquake, and services have had to be held in the hall since. C Lund and Son will carry out the work to the Fendalton Rd church, which includes repairing stonework, strengthening the roof connections and corners of the building, and injecting specialist grout into the core of all the walls to increase the strength and resilience of the building. The work would bring the church up to at least 67 per cent of the New Building Standard, to make it safe and secure. The category 1 heritage

The Christchurch North Methodist Church has taken on community groups and the local congregation from Bishopdale’s St Margaret’s Presbyterian Church which was gutted by an alleged arsonist on May 15. Parish chairman Richard Chalkler said it was the least they could do. They are in a time of need so we want to help out as much as we can,” he said. “We have so many people using the space now that it is hard to book time in our own church, which is a good thing.” The Chapel St church was rebuilt after the February 22, 2011, earthquake. It’s new building was recently awarded an excellence grade in the Warren and Mahoney Special Purpose Property Award category in the Property Council New Zealand Property Industry Awards.

Putting our anti-nuclear stand Dr Kate Dewes has been fighting to keep New Zealand nuclear-free since her early 20s. She spoke to reporter Caitlin Miles about receiving threats for her work, sharing a memorable moment with the United Nations secretary general in 2011 and her plans to spend more time with her family Now that New Zealand has been nuclear free for nearly 30 years, can you tell me why you became involved in nuclear disarmament work? It goes back to 1975. I was a 23-year-old music teacher at Epsom Girls Grammar, and at the time I was about to teach the girls a piece of music dedicated to the survivors of the atomic bomb that was dropped on Hiroshima. I wanted to learn who the victims were and what happened to them and the aftermath of it. I was horrified. I decided I wanted to go back to university and learn about peace studies and nuclear disarmament. Is that when you decided to study in England? No university in New Zealand was offering a course in peace studies. So I had to leave the country to be able to do it. I went to Bradford University to learn more about peace talks, disarmament and what was happening around the world. I lived in Bradford while I studied and then came back here. Why did you decide to come back to Christchurch? Well, I had to. And I was pregnant

with my first daughter so I wanted to settle back here. I also wanted to be able to keep working on disarmament and promoting peace talks within Christchurch and the rest of New Zealand. In 1979, I had my first daughter and became a founding member of the Peace Foundation. I ran the Christchurch office from home. I still do. How was it balancing motherhood and work? It was tough. I have three daughters and I was a solo mum so there was a lot to do. It was really a balancing act. I never had hired help to look after my girls that was part of my job. There were other woman involved in the Peace Foundation so we would take turns baby sitting each others kids when we needed to do things. I slowed down a bit after the earthquakes, though. It was more a case that I had to. Why was that? Our house in Riccarton was damaged following the September 4, 2010, earthquake and all of my work and the paper I had written on nuclear disarmament, and my PhD on peace issues, had to be put into storage so they could be kept safe. It

wanted to educate people as to what was going on. I was getting threatening phone calls about being attacked and some people even came to my home. I remember a photo was taken of me in the paper with one of my daughters sitting on my lap and someone said to me, ‘how dare you travel and work internationally when you have a family!’ I just laugh about it. There was a group that was against our idea of encouraging schools to teach children about peace settlements and things. Someone from the group against what we were doing spoke at a concerned parents’ association meeting in Hamilton. That’s where I am from and my parents were in the audience. During the person’s speech, he called me a communist, not that there was anything wrong with that, but at the time that was a rather weighted word. My parents were in the audience, and my dad stood up and said that I was his daughter and he defended me. That was a really big thing to do. Were there many low points? It was hard travelling internationally and being a solo mum, but I did it. When I wasn’t overseas, I worked from home so I could manage. What do you think are your really big personal achievements? Being a mother of three daughters is a big personal achievement. Getting my PhD was another one. I was working, being a parent and doing my PhD, so I’m really proud of that.

POLITICAL INVOLVEMENT: Former Prime Minister David Lange spoke to Dr Dewes about making New Zealand nuclear-free and not allowing nuclear weapons to enter the country. What about moments when you have had to pinch yourself? There were a few pinch yourself moments with all the people I have met and things we have managed to achieve. I was in the United States when I got the news that the February 22, 2011, earthquake hit. I thought about the house; it didn’t do well in the September-quake so I was worried it would be gone completely. I got all set to head back to Christchurch and I called one of my daughters and she said, ‘no mum stay there, you have some important things to do, you need to stay and

do it’. So I did. In the morning, I saw pictures the New York Times had of the Cathedral and then I had to go and speak at the UN. We were standing around before the discussion started and someone must have told the UN secretary general where I was from and he came up to me and shook my hand and said, ‘please tell the people of Christchurch they have my support’. Then he told the whole audience at the UN where I was from and what had happened to my city. I couldn’t speak for several moments. I saw what had happened at home as an opportunity to get my

point across. What was the point you were making? If we had a nuclear power centre in Christchurch, the effect would have been devastating. Especially if a tsunami had come through. The rest of the country would have been in a really horrible situation. The Japanese ambassador challenged me on what I said. I had no idea several weeks later I would be writing him letters of support for what had happened following the earthquake that hit Japan. How did you meet your second husband? I was in Geneva for work in 1992 and Robert Green was at the same convention about peace talks and nuclear development. Robert was the chair of the United Kingdom branch of the World Court Project so I gradually got to know him. I had to convince him to come to New Zealand, as the Government were looking at changing a clause to the nuclear legislation, so I needed to convince him to come to New Zealand to speak and make sure they didn’t change the legislation. When he was in the navy, he carried nuclear bombs so he knows what he’s talking about and I wanted to get him to share his information with New Zealand. Soon I had people sending me money to help get him to New Zealand. What do you think of Helen Clark running for secretary general?

Final countdown for SCIRT programme SCIRT’s five year programme of repairs to pipes, roads, bridges and retaining walls is now 92% complete and will finish in December. Almost 80% of our repair programme is focused on the city’s underground pipe networks. SCIRT has replaced 715km of pipes – the distance of a return trip between Christchurch and Dunedin. These pipes are now invisibly doing their important job below ground.

CHRIST’S COLLEGE is among six schools to make it through to the finals of a national monetary challenge. The team will compete in the final of the Reserve Bank’s 15th Monetary Policy Challenge in Wellington on Thursday. The challenge is designed to increase students’ understanding of monetary policy by asking them to assess economic conditions and make a prediction for the Official Cash Rate decision. Christ’s will compete against Auckland’s Macleans College, Auckland Grammar School and King’s College, as well as Waikato Diocesan School for Girls and Scots College, Wellington, in the final. Each team will have to make an oral presentation in the final. The winning team will receive $2500 for their school and each student in the winning team will also receive prizes worth $500. They would also be invited back to the Reserve Bank on August 11 to attend the Monetary Policy Statement media conference, meet the Reserve Bank governor Graeme Wheeler and to see aspects of the financial markets. Auckland’s King’s College took out last year’s challenge.

News Injuries fail to stand in model’s path By Georgia O’ConnorHarding A NEAR miss from being paralysed has encouraged a Papanui High School student to make most of her opportunities and try her hand in the modelling scene. Michaelee-Jayne McDonald, 16, won the Portfolio Model Search 2016 out of 80 entries. Each contestant sent in a photo of themselves from Facebook or Instagram. The winner was selected by a panel of judges from the Portfolio Model Agency. Michaelee-Jayne, who had always been interested in modelling, said she tried out for the competition because she wanted to make the most of her opportunities. The keen surfer’s perspective on life completely changed last year after an accident nearly left her paralysed. “I was at Sumner and I was surfing up to the beach to get a drink and I forgot I was about 30cm deep and I dived off my board headfirst,” she said. The accident caused her to

break her jaw, nose and have about 80 internal stitches. She said the doctors had told her she was lucky not to be paralysed. The accident had opened up her mind to getting the most out of life. But in spite of the scare, Michaelee-Jayne still enjoys surfing when she can and hopes to edge her way into surf and general sports’ modelling. Not only does MichaeleeJayne surf, she plays competitive touch rugby and netball for her school. On top of her sports development, she is taking all science options at school in the hope of becoming an anaesthetist or mechanical civil engineer.

The modelling competition was for aspiring models aged between 14-21. Michaelee-Jayne, along with several other finalists, were awarded a contract with the city’s premier modelling agency. Agency director Mel Radford Brown said the standard was high and the agency was glad to have met the nine finalists for the competition last week. Mrs Radford Brown described Michaelee-Jayne as a stunning natural beauty. “She just stuck out a mile away and I think the public will really love her, too,” she said. While Michaelee-Jayne is new to the modelling scene, she said she is a confident person, enjoys having her photo taken and is keen to learn more. She said to anyone else wanting to try modelling to give it a go. “Don’t hold yourself back, as cliche as it sounds . . . don’t worry about what other people think,” she said.

Brave girls shed hair

Ten brave Rangi Ruru Girls’ School students took part in the Leukaemia & Blood Cancer New Zealand’s signature fundraising event, Shave for a Cure. Four girls shaved their heads while six had their ponytails chopped off to raise money for the charity. They aim was to raise $2000, and so far they have $1597 in the bank. A spokeswoman said the school is very proud of the girls who have

shown great bravery for a fantastic cause. GeoNet uses a network of over 600 sensors across New Zealand to detect, analyse and respond to earthquakes, volcanic activity and other geological hazards. It was established in 2001 as a collaboration between EQC as investor and GNS as technical manager.

comprehensively recorded earthquakes in urban history. The quantity of GeoNet data has delivered significant benefits for Canterbury, not least in enabling decisions relating to building reconstruction, engineering, the behaviour of the land, and reinsurance to be informed by science.

Over the years, GeoNet has been recognised internationally as at the leading edge of natural hazards monitoring, which is a significant bonus for New Zealand given the dynamic nature of our region.

Such a wide range of applications in Canterbury exemplifies the benefits of EQC’s investment which requires GeoNet to make its data publicly and freely available. GeoNet’s growing and diverse community of users extends well beyond EQC and GNS. Land surveyors, airline pilots, power and water companies and local government all use GeoNet data in different ways.

Canterbury’s proximity to the Alpine Fault means that it has a large number of sensors. The start of the Canterbury earthquake sequence triggered further expansion of this network, ultimately making the February 2011 earthquake one of the most

“For the February 2016 earthquakes we are emailing a survey to customers to complete two weeks after their claim resolution to gauge potential areas for improvement. To date, most customers have said their experience of the new EQC process was positive or very positive,” she said. EQC has taken a different approach to finalising the 13,985 claims lodged by customers following the Canterbury earthquakes of 14 and 29 February, 2016, and the aftershocks through March and June. To date EQC has paid over $7.8 million to customers for damage claims. EQC is reverting back to cash settlements as there is no managed repair programme. EQC aims to complete assessments for these events sooner, where possible, using a claims management approach that EQC customers helped design. EQC aims to resolve all claims for these 2016 Christchurch events by the end of December. “One way to achieve this is by phoning customers to get all the relevant information up front, before conducting assessment. For many claims, damage assessment is done over the phone. At its heart is the drive to make EQC easier to do business with,” Miss Lapin says. This differed from the 2010/2011 Canterbury claims, largely because earthquake damage incurred in 2016 quakes was minor. Customer payments are averaging $1,000 to $5,000 per claim. Only two claims were up to $50,000, and no claims to date have gone over the EQC cap.

Chief Executive Ian Simpson says the costs decision reaffirms EQC’s position that litigation was an unnecessary way to address the specific issues concerning the Action Group members’ claims.

Support agencies for customers

Mr Simpson says that EQC remains completely focussed on settling outstanding claims in Canterbury including those of EQC Action Group members. “Any customer can request a review of their individual claim if they believe EQC has missed earthquake damage sustained to their home, if they don’t agree with the proposed repair strategy, or if they believe the settlement amount is incorrect. The process for this is detailed on our website and EQC continues to work with our customers so they receive what they are entitled to and have their claims resolved.”

EQC continues to work with customer advisory agencies to progress the settlement of customer claims, and answer customer queries. In such situations you should provide us with details supporting your request for a claim review, together with any information you have obtained in support of your request.

Big win for Boys’ High By Gordon Findlater CHRISTCHURCH Boys’ High School had a bonus-point win after crushing Rangiora High School in the 13th round of the UC Championship. On Saturday, Christchurch BHS made light work of Rangiora, piling on the points in a one-sided 83-13 win. The team also handed Bob Letiu and Sam Caldwell first XV debuts. This puts Christchurch BHS just two points behind competition front runner’s, Christ’s College. Christ’s were impressive against third-place Shirley Boys’ High School, running in five tries to topple last year’s grandfinalists 33-10. While the race for top spot between Christ’s and Christchurch BHS is one to watch, the battle for the final two play-off spots is wide open between eight teams. Just four competition points separate third from 10th position, with two rounds remaining. St Andrew’s College and St Bede’s College are both looking to finish in the top four. They both won on the weekend. St Bede’s beat rival’s St Thomas of Canterbury College 22-12. St Bede’s are now three points

off the final play-off spot. They will have to get the job done on the road, when they travel to Burnside High School and Marlborough Boys’ College to finish the round-robin. PAPANUI HIGH SCHOOL NEWSLETTER Greetings, Tena Koutou Katoa,

We are now moving into the second half of the year, and our students have been doing incredibly well. We have much to celebrate and to be proud of. This newsletter will give you a glimpse of what has been taking place, and showcase a few of our many successes. Firstly I would like to acknowledge two key events that took place last term: Open Night - In May the school held its annual Open Night. We are very grateful that approximately 1200 people from our wider community took the opportunity to visit our school, to speak to people, to see the quality of our resources available, and to see what makes Papanui High School such a wonderful place for students to learn. 80 student guides and over 250 student helpers in subject areas, along with the staff, supported the evening. We received exceptionally complimentary feedback, with particular reference to the student input on the evening. I will be looking forward to welcoming all new students and their families/ whānau to our school next year. Conference Day - I would like to sincerely thank our parents, whānau, and caregivers for supporting the annual Academic Counselling Conference Day. With just over 90% attendance, the day was an outstanding success. Having an opportunity to discuss students’ academic progress, and identifying the steps that can be taken to support and improve their achievement, is critical to their ongoing success. The Conference Day is one distinct opportunity when all three parties can actively work together to share a common goal. Over the last four years, student achievement has steadily increased. As a school we are committed to the continuation of this trend. Our goal is to ensure all students have the opportunity to achieve to the best of their ability, and ultimately gain qualifications that underpin their transition to further study or employment. Our area of Christchurch is a vibrant and growing one. Our aim is to be the focal point of education here, and we are increasingly becoming a school of first choice. We believe this is supported by giving students the opportunity to study from an innovative and broad curriculum that meets their individual needs. We allow for a greater range and flexibility in subject choice including the utilization of the secondary/tertiary interface. This reinforces the philosophy underpinning personalised learning, and is strongly supported by understanding our students’ interests, passions, talents, and ultimately, their career aspirations. The school highly values the connectedness of curricular and co-curricular learning. We have a philosophical understanding that the holistic development of the student is critical to their individual success. All that we do here is reinforced by positive relationships, an ethos of caring, cultural responsiveness, inclusion, and high expectations – what we call “Our Full Service Model”. SPORTING SUCCESS

The Papanui High School Senior Formal was held on Friday July 1, at the Foundry, University of Canterbury. Approximately 430 students and 70 staff attended, sharing in a wonderful sense of occasion. The theme of an ‘Autumn Dream’ was realised through the hard work of a 20 student formal committee led by Year 13 students Johanna Adams and Maddy Colombus and presented in the form of hundreds of fairy lights and woodland inspired decorations.

STAGE CHALLENGE SUCCESS 117 students were involved in this year’s Stage Challenge at the Horncastle Arena, where our students competed against 14 other schools. Papanui’s powerful performance about recycling mobile phones to prevent the decline of mountain gorillas (Blood in our Hands), was outstanding. It thrilled the audience and wowed the judges earning them six Excellence Awards out of the nine categories, and gaining second place overall. Congratulations to the staff and students involved, for all their hard work and outstanding achievement.

EMERGING LEADERS CONFERENCE At the end of term we had the opportunity to take 15 of our Year 12 leadership team to the annual Christ’s College Emerging Leaders Conference. The conference challenges students to put themselves forward to consider what part they would play in the community, and what skills and attributes are required for this engagement to be worthwhile and successful. Students participated in a variety of workshops run by a range of local, national, and international leaders. They were also fortunate to hear from James Castrission and Justin Jones, who are two Australian explorers who constantly push the boundaries of human endurance

CENTRAL OTAGO MUSIC TOUR Approximately 45 Music students (members of the Concert Band, Jazz Band, Jazz Ensemble), and staff, took part in the Central Otago Music Tour from 4th – 7th July. They performed at Mountain View High School Timaru, Arrowtown Primary School, Wakatipu High School, Mt Aspiring College, Wanaka Primary School, and Cromwell College.

Congratulations to: • Jade Taylor, Aidan Batt, Britney Aldridge, and Juliet McLauchlan who have all made the New Zealand Oceania Karate Rep team, and will travel to compete in New Caledonia in September. They will also be competing in the New Zealand nationals in Wellington, representing Papanui High School in the secondary schools’ competition. • Goiteom Gebremedihim, who has been selected as part of the New Zealand Secondary Schools’ Athletics team to travel to Australia to compete at the Australian Nationals. • Shani Clark, who is travelling to Slovenia, and then to Belarus, to compete for New Zealand at the Junior Kayak World Cup. • Brittany Terrey, who is travelling to Australia to compete for the New Zealand U17 Girls’ Softball team, in the Friendship Tournament.

EXTRAVAGANZA WEEK The final week of last term was Extravaganza Week, with lunchtime activities run by the Student Council over the five days. Two key events were Lollypop Love notes which raised $1,000 for Canteen, and Carnival Day which raised $1,100 for the Drug and Alcohol Resistance Education Programme (D.A.R.E).

Book now to have new dentures for Christmas While it may seem too early to start thinking about Christmas, anyone looking at getting new dentures fitted before the holiday season starts needs to book in now, says Ryan Carlton of Dentures Plus in innes Road. Appointments are filling up over the next few weeks, and as the process takes several appointments over a few months to complete, people are advised to get in touch as soon as possible to ensure their dentures are settled in by Christmas, Ryan advises. The dentures are made up before the dentist extracts the teeth, as this helps the mouth heal faster. PHIL'S NEW ALBUM IS NEARLY HERE!

FOLLOWING on from his debut release, Stone & Wood, Phil Doublet is set to release his second album, Endless Highway. "I can't tell you how exciting this is," exclaims Phil. "The new album is nearly here, and the preparations for the album launch marking its official release are underway." Well recognised in country music circles both here and overseas, Phil is an accomplished guitarist-vocalist who has been developing his skills for almost 3 decades in concert, studio and "just jamming around at home". He has claimed many music awards over the years with his most recent being Male Artist of the Year 2014 at the National Country Music Awards. A strong ambassador for original music, Phil is front man for the regular local event, 'Songwriters in the Round'. Taking place towards the end of each month at Alvarado's on Stevens St, each round showcases three songwriters with acoustic interpretations of their music.
